Yes. At around 30 kg it gives enough resistance to finish a punch without being punishing on the wrists.
What is the difference with the red 120 cm punching bag?

Do the chains make noise?
Chains produce a metallic sound at each impact. For a silent set-up, the leather-strap models are the ones to look at.
Do you need gloves to hit a punching bag?
Wraps and gloves, always. 10 to 12 oz suits these formats.
What do you fill a punching bag with?
Cut textile and rags packed down layer by layer, with sand or granulate in sealed bags at the base if you want more weight. Never loose sand: it settles and hardens.
