Water does not compact. Where a textile-packed bag hardens over the months at the spot you always hit, a water-filled bag keeps the same give everywhere, and returns the shot the way a body does rather than the way a wall does.
What the water fill changes for the joints
The mass moves inside the shell on impact, so the deceleration is spread over a longer moment. Wrists and elbows take less of the shock than on a dense packed bag — which is what makes long rounds possible without paying for them the next day.
